About the role

5 Parramatta Square, due to open in mid 2022 will be a six level (4 levels above and 2 levels below ground) Council-owned and operated cultural and civic building, housing Council’s central library, Discovery Centre, Council chambers (seat of government), community meeting rooms, a Dharug Keeping Place, and flexible programmable spaces. Designed by award-winning French architect Manuelle Gautrand, in partnership with Australian architectural firms Lacoste Stevenson and Design Inc., 5 Parramatta Square will be a 21st century smart building, sympathetically designed to incorporate the neighbouring historic, restored, Parramatta Town Hall, and the jewel in the crown of the Parramatta Square precinct.

The Business Readiness Plan covers all aspects of Council’s BAU operations within the Precinct. The objectives of the plan are as follows:

  • To ensure that the Council is ready on time for the opening of the Precinct and its progress to operational readiness is in line with the construction project timeline;
  • That the BAU operations meets the Council’s aspiration for the Precinct – including a “whole of precinct” approach and a cross-functional operating model;
  • Direction to the Capital Works (PCG) team throughout the project progress by the business is timely and accurate and aligns with the operating vision for the precinct;
  • That all physical requirements necessary for the building’s operation – in terms of both design, layout and fit out are covered in the capital works scope, and where the items are to be supplied by others or elsewhere in the organisation, they are appropriately planned and funded;
  • That the systems required for the management of the Precinct are completed and operationally in line with the construction project timeline and consistent with the vision for the Precinct.

The plan’s deliverables have been divided into streams of work and include Customer Service, Library Operations, Facilities Management, IT & Technology, Programming & Activation and Civic Operations.

For each stream of work, a Stream Lead role is assigned. Stream Leads, along with other key project staff including the Group Manager, City Assets Parramatta Square form the “Client Side Lead Team” who are responsible for delivering the Business Readiness Plan. Stream Leads will be required to develop and complete deliverables within the assigned stream and stage and work with the Client Side Team with regards to issues such as interdependencies, estimates, resourcing, Risk & Issues Management.

The objectives of the Library Stream Lead working in the project is to:

  • Manage the integration of the Local Studies Library operations, currently part of the Parramatta Heritage & Visitor Information Centre,into the general Library operations in terms of people, policies, business processes, systems and reporting.
  • Establish the PS5 library operation in accordance with the integrated service delivery model detailed in the PS5 Functional specification and the recommendations of the City of Parramatta Library Service End to End Review.
  • Oversee the movement of the combined Library operations into PS5 from Fitzwilliam street and the Parramatta Heritage & Visitor Information Centre
  • Work as the interface between PDG, the Business Readiness Project team and the Libraries Manager in regards to the final design and layout of the PS5 Library spaces.

About the person
The successful candidate should have previous experience in delivering business readiness or change processes in libraries. The candidate should have a strong ability work within a multiple disciplinary client-side team in capital project delivery.  Suitable tertiary qualifications in either project management, business administration or library operations are required.

  • Investigate, evaluate and deliver improvements to Kingston Libraries technology, systems, processes, programming and services.
  • Driving and communicating change through collaboration and innovation you will ensure that library technology services are responsive and accessible, taking the library beyond its physical confines.

About you

You will have:

Working with the Executive Manager Community and Library Services (EMCLS), the Library Services Lead is responsible for the daily supervision of the Library Services team that contribute to the delivery of the City of Palmerston Community Plan including the following:

  • Manage projects, including the coordination of consultants and other stakeholders to deliver complex and multi-disciplinary outcomes.
  • Develop and manage the library collection in line with contemporary collection management practices.
  • Ensure the provision of excellent customer experience for all library users.
  • Develop leadership that successfully manages change while engaging and developing staff.
  • Develop strong interdepartmental relationships within Council.
  • Research and keep abreast of modern and contemporary library service delivery practices and identify efficiencies to improve service delivery.

To be considered for this exciting opportunity, applicants will have:

  • Relevant tertiary qualification at under-or postgraduate level in the field of library and information services (as recognised by ALIA) and/or extensive experience in Library Services.

Salary Range $63,770 - $67,608 pa pro rata + 9.5% Super

The Opportunity

Melton City Council acknowledges the fundamental role that Libraries and Arts play in the making of vibrant, culturally rich communities.  Reporting to the Team Leader Library Hub and Customer Service in the Libraries and Arts service unit, the role of Customer Service Library Technician is key to delivering priority areas for Melton City Libraries as envisioned in Creative Melton 2030.  These include:

  • Delivering high quality customer service across the library service
  • Proactively engage with customers to maximise their use of resources, equipment, technology and online platforms
  • Contributing to maintenance and development of the library collection
  • Supporting the delivery of learning, literacy and outreach programs across the library service and at external locations by facilitating and delivering programs as required 

Weekly hours include Saturday from 11.30am–4.00pm and Sunday afternoons from 12.50-4.00pm, penalty rates apply.

Key Responsibilities

The Customer Service Library Technician will:

  • Ensure customers have a positive experience in our Library and Learning Hubs by delivering high quality customer service
  • Support the learning outcomes of residents by assisting in the use of resources, technology and online library platforms, and delivering literacy and learning programs.

About you

To be successful in this role you will have the following:

  • A post-secondary qualification acceptable for technician membership of the Australian Library and Information Association together with experience, or lesser qualification together with relevant public library and program delivery experience.
  • Excellent customer service skills with the ability to confidently and actively engage with customers.
  • Strong written communication skills
  • Well-developed computer and information technology skills
  • Ability to plan, organise and prioritise routine functions
  • Excellent verbal communication skills

About Us

Ryde Library is the central branch of the Ryde Library Service, located in the busy Top Ryde City Shopping Centre.  Recent refurbishments have created modern and functional spaces making this library a vibrant and welcoming space which caters to a wide range of community needs. We continue to innovate and strengthen our services with an emphasis on exciting new developments and emerging technologies in Public Libraries.

About the Role

We are seeking a motivated professional with strong leadership and strategic thinking skills, a collaborative, inclusive approach and a passion for innovative customer and community engagement that will contribute to the ongoing vision for the Ryde branch.

Although the position is a Library Team Leader and we are ideally seeking Library qualified applicants, we will also consider degree qualified applicants from a range of disciplines e.g. Social Sciences, Education and Community Development who have experience relevant to the role.

Your commencing salary is negotiable up to $80,020.51 p.a. + superannuation depending on your experience and qualifications.

Please note that this position involves regular rostered weekend and evening shifts (penalty rates apply on weekends).

Key Requirements

  • Successfully lead and develop a cohesive team of up to 10 staff including individual staff development through continuous improvement
  • Manage an effective and efficient operation, the physical library space, the collections and patron satisfaction with your hands on management style
  • Work closely with the network of Library Team Leaders and Senior Coordinators to provide quality customer service, consistency across the service and adherence to strategy
  • Proactively identify and meet community needs, ensuring that the collection, programming and services target current and emerging community needs
  • Build community engagement in an innovative public Library


  • Accrue a rostered day off approximately every 3 weeks
  • Various health & wellbeing initiatives (flu shots, health assessments, skin checks, etc)
  • Collaborative team environment with plenty of learning opportunities
